The Tokyo subway sarin attack was not carried out by a state, so you obviously do not have to be one in order to obtain a nerve agent. And the Russian State's are sophisticated assassins, whereas this attack in Salisbury looks decidedly bungled and amateur. Peter Hitchens's column tomorrow should be very well worth reading.
